Developer & Promoter Turnkey Compliance
RERA compliance for a promoter is a calendar as much as a law. A registered project carries obligations that arrive every quarter and every year, and several need a certificate from a professional who has seen the numbers or the site. NXS48 - The RERA Specialists offers a single team for these tasks, with 200+ Chartered Accountants, advocates, engineers, architects and other professionals available across the disciplines.
Overview
- Developers
- Multi-state developers
The twelve services in this category follow a project’s life: registration, the quarterly update, the escrow account and certificates, extensions where delay is beyond the promoter’s control, change of promoter, correction of the project page, answers to scrutiny observations, approvals coordination, tax advice, a retainer that bundles routine tasks and a desk for promoters in several states.
Which disciplines are involved
Chartered Accountants handle financial, escrow and audit compliance and tax. Advocates handle drafting, title, notices and proceedings. Engineers and architects handle project certificates, plans, area statements and technical review. A single engagement can bring all four together.
The scope and responsible professional are identified in the engagement. Professional certificates are signed in the relevant professional or firm's own name. NXS48 is not an examination or certifying body.
How should compliance follow the project lifecycle?
Begin by defining the project or phase, promoter entities, land rights, approvals and proposed inventory. Registration preparation should reconcile these facts before launch rather than treat the portal as a document repository. Section 3 governs prior registration of covered projects; Section 4 governs the application and declarations. A submitted application is not a marketing permission.
After registration, establish separate calendars for quarterly updates, annual audit, progress-linked certification and event-driven changes. Section 11 creates continuing duties. Extensions, promoter changes, revised plans and bank changes may need their own process and evidence. They should not be placed in a generic monthly checklist as if routine data entry satisfies the statutory requirement.
A useful project compliance file has a master register and period-specific evidence. Record the version of each approval, cost estimate, inventory statement and certificate used. When a fact changes, assess its effect across portal disclosures, sales material, agreements, accounts and pending proceedings. Consistency is not achieved by forcing every document to show the same number without explaining why the underlying facts differ.
What responsibilities remain with the promoter and signatories?
The promoter remains responsible for complete and accurate factual declarations. Each regulated professional remains responsible for the work they sign. A coordinator can organise information, identify mismatches and track submissions, but cannot replace an architect’s technical judgment, an engineer’s assessment, a CA’s evidence or an advocate’s legal analysis.
Agree secure portal access, authorisation, data cut-offs and escalation points. A deadline is not a reason to backdate a certificate or upload an unsupported declaration. Preserve the exact submitted pack and acknowledgment. Check the public result after filing, because a successful submission does not prove that all fields and attachments are correct or that the Authority has accepted every legal position.
Current official formats and directions need to be checked for the relevant task. This site uses generic certificate names until the owner verifies the current forms. Availability of project signatories and some coordination offerings remains explicitly unconfirmed. A multidisciplinary team description is not confirmation that a particular professional has accepted responsibility for a particular project.
How should financial and exception controls work?
Section 4(2)(l)(D) sets the separate-account and certification framework. MahaRERA Order 56/2024 adds operational bank-account directions and distinguishes the designated separate account from a lender escrow. The accounts, bank mandates, collections, certificates and withdrawals should be mapped together rather than reviewed as unrelated tasks.
Maintain an exceptions register for missing records, inconsistent progress, overdue updates, notices and conditions not yet satisfied. Each item needs an owner, evidence requirement and next action. A late QPR, scrutiny observation and formal penalty order are not the same event. The response should follow the actual communication and applicable process rather than rely on a generic statement that non-compliance has been cured.
For a retainer, distinguish inherited backlog from recurring work and state excluded proceedings or applications. For multi-state projects, maintain jurisdiction-specific rules and verified availability instead of claiming one national filing method. The services below allow a promoter to identify the relevant workstream. Timing depends on evidence and authority processes; no registration, extension, tax result or absence of enforcement action is promised.

New Project Registration & Portal Management
Preparation and coordination support for project registration submissions and related portal records.
Identify the project or phase being offered before preparing the application. Section 3 treats each phase as a standalone project for registration, and the land, buildings, amenities and completion commitments should be consistent with that boundary. A project name used in marketing may cover a larger layout than the registration being sought. The application needs to make that difference understandable.

Read the service pageQPR (Quarterly Progress Report) Filing
Coordination of recurring project-progress information and applicable quarterly submissions.
Section 11(1)(b)–(e) concerns quarterly updates about bookings, garages, approvals and project status. The working pack should connect those disclosures to the sales register, approval register and dated site-progress evidence. A booking cancellation, unit combination or plan revision may affect more than one field. Updating only the construction percentage while leaving inventory and approval information unchanged can create a misleading project picture.

Read the service pageDesignated (Escrow) Account Compliance
Support reviewing relevant account, certificate and annual audit information within an agreed scope.
The statutory separate account is not simply a lender-controlled escrow arrangement. Section 4(2)(l)(D) requires seventy per cent of amounts realised from allottees to be deposited in a separate scheduled-bank account for land and construction costs, with progress-linked withdrawals. MahaRERA Order 56/2024 expressly distinguishes the designated separate account from an escrow account and addresses freedom from liens and third-party control.

Read the service pageArchitect, Engineer & CA Certifications
CA certificates are signed by a practising CA firm in its own name; architect certificates by a Council of Architecture-registered architect; engineer certificates by a licensed engineer.
The architect, engineer and CA examine different aspects of the same project. Technical progress, cost estimates and financial expenditure are connected but are not interchangeable measurements. Section 4(2)(l)(D) requires certification for progress-linked withdrawals. Coordination should ensure the professionals have consistent project boundaries and reporting dates without asking one professional to adopt another’s conclusion outside their competence.

Read the service pageRegistration Extension & Force Majeure (Section 6)
Support preparing an extension matter and associated records; legal position and eligibility require case-specific review.
Section 6 addresses extension of registration and contains a defined force-majeure explanation. It also permits extension in reasonable circumstances without promoter default, on recorded reasons, for an aggregate period not exceeding one year under its proviso. Those routes should not be collapsed into a general rule that every delay beyond the promoter’s control qualifies. The application needs to identify the actual statutory and current regulatory basis relied on.

Read the service pageChange of Promoter (Section 15)
Coordination support for promoter-change documentation and approval matters, subject to legal review.
Section 15 concerns transfer or assignment of the promoter’s majority rights and liabilities in a project to a third party. It requires prior written consent of two-thirds of allottees, excluding the promoter, and prior written Authority approval. The analysis starts with the actual proposed transfer, not the commercial label used for a restructuring. A company-level change and a project-rights transfer may need different examination.

Read the service pageProject Correction & Promoter Profile Updates
Support identifying and coordinating proposed corrections or promoter-profile updates on applicable portals.
A correction fixes an inaccurate record; a substantive change alters the underlying project or legal position. Start with a before-and-after schedule showing the current entry, proposed entry, supporting document and reason. A changed address for correspondence is not equivalent to a changed promoter, revised sanctioned plan or altered allottee entitlement. The route depends on substance rather than the portal field selected.

Read the service pageScrutiny Objection Compliance
Coordination of responses and supporting material for regulatory scrutiny observations.
Read the complete observation and identify the application, date, response period and document questioned. Separate a missing attachment from a substantive concern about title, authority, cost or approvals. Assign each point to the discipline able to answer it and identify dependencies. A financial mismatch may originate in a changed plan, while a title query may require an old instrument rather than a new declaration.

Read the service pageReal Estate Tax & GST Advisory for Developers (CA)
Chartered-accountant-led tax and GST review for real estate development matters.
The CA should map the promoter entities, project type, land acquisition structure, development agreements, customer contracts and timing of supplies. Residential, commercial and mixed arrangements may raise different issues, and a project’s RERA registration does not itself determine its GST treatment. The applicable tax period and effective law must be identified before any rate or credit conclusion is given.

Read the service pageMonthly RERA Compliance Retainer
Recurring compliance support with scope, responsibilities and review cadence documented before engagement.
A retainer should list tasks, projects, periods, responsible people and exclusions. Monthly coordination can support quarterly disclosures, annual audit preparation, certificate tracking, bank reconciliation and change control, but it does not make every task a monthly statutory filing. The schedule should distinguish recurring statutory duties from internal management checks and event-driven applications.

Read the service pageMulti-State RERA Compliance Desk
Multi-state RERA support for developers with projects in more than one state. The engagement identifies the applicable state procedures and responsible professionals.
A common project register, document taxonomy and management dashboard can help a promoter oversee several jurisdictions. The central Act provides the broad framework, but state rules, portal fields, filing directions and local procedures differ. A central desk should standardise information quality without pretending that a Maharashtra submission pack can be uploaded unchanged in another state.
