Architect, Engineer & CA Certifications
CA certificates are signed by a practising CA firm in its own name; architect certificates by a Council of Architecture-registered architect; engineer certificates by a licensed engineer.
What this service involves
Several steps in registration and withdrawal need a certificate from an architect, an engineer or a Chartered Accountant. Each certificate is a professional statement with a prescribed content, and each professional is personally responsible for it.
We coordinate the certificate pack so that each professional sees the same data and the certificates agree with each other and with the portal filing. Form numbers and formats are not reproduced on this site until verified against current MahaRERA formats.
Why are the three professional assessments different?
The architect, engineer and CA examine different aspects of the same project. Technical progress, cost estimates and financial expenditure are connected but are not interchangeable measurements. Section 4(2)(l)(D) requires certification for progress-linked withdrawals. Coordination should ensure the professionals have consistent project boundaries and reporting dates without asking one professional to adopt another’s conclusion outside their competence.
A site-progress statement cannot by itself establish that an expenditure was incurred or paid, and a ledger entry cannot establish physical completion. Each signatory needs the evidence appropriate to their work. The proposed scope should identify site visits, records, management representations and reliance on other professionals. Availability of the specific signatories through NXS48 remains unconfirmed; coordination must not be presented as an already available certification service.
How is a consistent certificate pack assembled?
Create a master schedule of project name, registration, land and phase, estimated cost, reporting date and previous certified figures. Reconcile changes in estimates or scope with explanations and supporting approvals. If a figure changes, identify every dependent certificate and filing that may need review. Do not edit a signed certificate locally to make a pack agree; return the issue to the responsible professional.
Current official formats should be obtained from MahaRERA for the relevant purpose. This site deliberately uses generic certificate names and does not print form numbers pending owner verification. The professional should check instructions, declarations, exclusions and digital submission requirements in the actual format. An old template held by a project team should not automatically be treated as current.
What records should remain after filing?
Retain the signed certificates, supporting workings, source evidence and exact uploaded versions with acknowledgments. The file should allow a later auditor or reviewer to understand the basis for the conclusion and any qualifications. Where an error is found, preserve the original and follow the professional’s correction process rather than deleting the earlier version from the project history.
The engagement should identify who obtains site access, who supplies books, who approves factual declarations and who monitors the filing. A coordinator does not take over the independent responsibility of a regulated signatory. Timing depends on the evidence, site verification and professional availability; a deadline request cannot justify unsupported certification. The final rendering entity and professionals must be disclosed before the work is commissioned.
Practical decision points
If the engineer’s cost estimate changes after a design revision while the CA working uses the earlier figure, pause the pack and obtain a documented reconciliation. A coordinator should not select the more convenient estimate. The responsible professionals must understand the change, reporting date and effect on their own assessment before issuing revised signed work.
The handover schedule should identify each certificate, signatory, date, purpose, source format and uploaded version. Record qualifications and evidence still outstanding. If a certificate is corrected, preserve the superseded version and the professional’s explanation so the audit trail remains intelligible.
Where professional availability has not been confirmed, the client should not be given a delivery commitment that assumes those signatures. The engagement must first identify who is accepting the assignment and what verification they require. Coordination and certification are separate responsibilities even when delivered through one project team.
