QPR (Quarterly Progress Report) Filing
Coordination of recurring project-progress information and applicable quarterly submissions.
What this service involves
A registered project is expected to keep its public page current. Quarterly progress updates report construction progress, bookings, and related project details in the form the state rules require. Inconsistent updates are a common source of notices.
The work is mostly reconciliation: what the site engineer says is complete, what the books say has been spent, what the bookings register shows, and what the previous quarter reported. The report is prepared from those four sources.
What information should reconcile at quarter-end?
Section 11(1)(b)–(e) concerns quarterly updates about bookings, garages, approvals and project status. The working pack should connect those disclosures to the sales register, approval register and dated site-progress evidence. A booking cancellation, unit combination or plan revision may affect more than one field. Updating only the construction percentage while leaving inventory and approval information unchanged can create a misleading project picture.
Close the quarter using an agreed cut-off date. Ask each discipline to explain changes from the previous filing rather than simply overwrite the prior figures. If the engineer’s progress estimate, architect’s record and cost ledger differ, identify whether the difference is timing, scope or error. A QPR is not a substitute for a withdrawal certificate or annual audit, even when the underlying records overlap.
How should late or inconsistent updates be corrected?
First identify which periods are missing and what the published page currently shows. Preserve earlier submissions and notices. A correction should be supported by the underlying records and follow the current portal and Authority process; backdating an upload or manufacturing a certificate to make a calendar look complete is not an acceptable remedy. Where a field cannot be corrected directly, document the issue and seek the appropriate instruction.
Consequences depend on the provision, notice and order involved. Section 61 concerns contravention of provisions other than specified registration provisions, while Section 63 concerns failure to comply with Authority orders or directions. They should not be described as a universal automatic late-upload charge. If a project is placed in an abeyance or other non-compliance list, examine the actual reason and restoration requirements.
What controls make recurring reporting reliable?
Maintain an evidence folder for each reporting period containing source records, reconciliations, promoter approval, submitted material and acknowledgment. Assign named internal owners for inventory, finance, site progress and approvals. A reminder alone cannot produce missing site data. Escalation dates should leave time to resolve discrepancies before the applicable filing deadline.
Verify the current MahaRERA due-date direction for the relevant quarter and preserve it in the compliance calendar; this page does not assert an unverified universal deadline. Review the public page after submission because a successful upload does not prove that every field is correct. The service provides preparation and coordination within the agreed scope, with factual approval retained by the promoter and professional responsibility retained by each signatory.
Practical decision points
A quarter may show fewer booked units because cancellations occurred, while the prior quarter’s public total remains higher. The working note should reconcile opening inventory, new bookings, cancellations and closing status rather than report only the latest total. If the portal uses a different classification, explain the mapping and preserve the source register.
Similarly, a revised approval may change the inventory or construction scope without a matching change in the financial estimate. Assign that discrepancy to the relevant professionals and record the resolution before submission. The final promoter approval should cover the whole update pack, not merely one construction percentage.
The retained quarterly file should allow a later reviewer to reproduce the movement between periods. Where an error belongs to an earlier filing, identify the correction route and keep the history, rather than rewriting the old working file to make the current quarter appear consistent.
