## Quick answers

What is it?

Recurring compliance support with scope, responsibilities and review cadence documented before engagement.

Who needs it?

Promoters with one or more registered projects who want continuity.

How long does it take?

The retainer runs for the term agreed in writing.

## What this service involves

A retainer replaces a series of one-off engagements with a calendar. The scope lists what is being done each month and quarter, who does it and what the promoter needs to supply, which reduces the number of surprises.

The scope is written down at the start: portal updates, escrow certificates, scrutiny responses and routine advice, with the disciplines involved. Matters outside the list, such as a contested complaint, are quoted separately.

## What should a recurring compliance scope specify?

A retainer should list tasks, projects, periods, responsible people and exclusions. Monthly coordination can support quarterly disclosures, annual audit preparation, certificate tracking, bank reconciliation and change control, but it does not make every task a monthly statutory filing. The schedule should distinguish recurring statutory duties from internal management checks and event-driven applications.

Begin with a status review of existing registrations, filing history, notices, account arrangements, approvals and professional appointments. Separate inherited backlog from ongoing work so neither is overlooked. If a project has unresolved defects, the proposal should identify remediation tasks and information dependencies rather than suggesting that signing a retainer makes the project compliant.

## How are promoter and professional responsibilities divided?

The promoter supplies complete records and approves factual declarations. Site professionals verify technical matters, the CA examines financial matters within scope and advocates handle legal questions. A coordinator should maintain the action register but cannot replace those independent roles. The engagement should say who files, who authorises, who signs and who monitors published results.

Establish a secure access method, a document cut-off and escalation points for missing evidence. Sharing a portal password among multiple people without accountability creates avoidable risk. Retain the final submitted versions and acknowledgments. For certificates and audits, the relevant professional must decide whether evidence is sufficient; commercial urgency cannot be treated as a reason to issue unsupported work.

## What does a useful monthly report contain?

The report should show completed actions with evidence, approaching obligations, unresolved discrepancies, overdue records and decisions required from management. A traffic-light status without reasons is not enough. Identify the specific registration or phase and the period affected. Distinguish tasks waiting on the client from those awaiting an authority decision so the client can act on the right issue.

Review the scope when plans, promoters, accounts, jurisdictions or dispute status change. Extensions, appeals, tax proceedings and additional site work may need separate instructions. On termination or transfer, hand over the calendar, open-item register and submission archive. The retainer is an agreed service arrangement, not a transfer of the promoter’s statutory responsibility or a promise that no notice or penalty will arise.

## Practical decision points

A monthly dashboard may show a quarterly upload as complete while the public attachment is still the previous version. The retainer process should require evidence of the published result, not only a task tick. The exception should remain open until the current document is visible or the proper correction process is documented.

At onboarding, a project may also have an annual audit backlog and a pending scrutiny response. List those separately from the coming month’s routine tasks, with named responsibilities and information requirements. Otherwise a recurring calendar can create the false impression that inherited defects have been resolved.

A monthly report should therefore connect every completed item to evidence and every pending item to a next action. Where management has not supplied records, state what is missing and what deadline or conclusion is affected. If the scope changes, record the added work and professional requirements before promising delivery. The retainer does not permit unsupported certification or relieve the promoter of statutory duties.

## Who needs it

Promoters with one or more registered projects who want continuity.

## Documents usually required

- List of registered projects and logins held by the promoter
- Compliance history and open notices
- Contact persons for site, accounts and legal
- Banking and approvals records

## Step-by-step process

2. Create a compliance calendar by project
3. Define scope, responsibilities and information flow
4. Run monthly and quarterly cycles
5. Report status to the promoter
6. Review scope periodically

## Typical timeline

The retainer runs for the term agreed in writing. Timing depends on the matter, document readiness and the relevant authority process; confirm the scope and timeline before engagement.
